How is this different from shared hosting?

Shared hosting puts your site on one server. Cloud hosting spreads it across several, so a hardware fault or a traffic spike on a neighbouring site does not take you down with it.

Do I need to know anything technical?

No. It is the same control panel as shared hosting, and the difference is entirely in what runs underneath it.

Which size should I start on?

Start on Personal. Moving up a size is a change of plan rather than a migration, so there is nothing to lose by starting small.
