Not between the plans, no — an upgrade or downgrade from one cloud plan to another is not possible. What you can do instead is buy more memory and more cores on the plan you are on, which is usually what the upgrade was for.

Every cloud server carries a free certificate from the moment it is set up. For one you have bought elsewhere, open a ticket and support will install it for you.

We take our own weekly backups and can restore your files, mail and databases from them on request. Please do not treat that as your backup: it is weekly, it is a favour rather than a guarantee, and you should take your own from the panel or to somewhere off the server.

Disk and bandwidth are not counted against you for a normally-behaved website. What it is not is a licence to run a file-distribution service — an account using a quarter of a server for more than ninety seconds at a stretch is outside the acceptable use policy, and that is rare enough that most customers never hear about it.
